In 2007 the Texas Commission on Law Enforcement Officer Standards and Education (TCLEOSE) put together a committee to rewrite the FTO standards and lesson plan.  We were on that committee and had direct input.

Note worthy items to come out of the committee were:

Why should I have an FTO program or train my FTO's?
Failure to Train;
Negligent Assignment;
Negligent Entrustment, and;
Negligent Retention.

This works out to be much cheaper than paying by the officer.


The agency will put as many of their FTO supervisors and personnel in the class and at the end we they have the tools necessary to build their program.  We facilitate the discussion while the agency personnel make the program decisions.  When were done they have a program that fits their specific needs.

We often see this when the administration wants or needs a "mind-set" change.  For example: When FTO's have adopted the idea of "survival of the fittest" or it's their job to get rid of as many trainees as possible when in fact it is their job to help the trainee succeed and show them how.


The cost of bringing a course to an agency depends on the travel expenses but usually runs in the area of $3500.  This normally works out to about $100 to $150 per student, and your don't have the added travel costs.
